New social housing allocation policy for Gwynedd discussed

Date: 17/06/2019

A report that will be considered by Gwynedd Council’s Cabinet recommends introducing a social housing policy that will put more emphasis on prioritising local people in housing need.

Following a public consultation, the proposed  policy offers a simpler system for people who wish to apply for social housing by strengthening local and community connection. The new policy would be based on ‘banding’ the housing need of applicants instead of the current points-based system.

Councillor Craig ab Iago, Gwynedd Council Cabinet Member for Housing, said: “Our aim is to secure a system of letting social housing in Gwynedd which reflects the need for housing, and the connection of applicants with the county, and also with individual communities. This progressive policy strengthens the emphasis on addressing the housing needs of local people.

“As a Council, we are determined to ensure that the people of Gwynedd are given as much priority as possible within the housing system. This policy which has been the subject of a public consultation pushes the boundaries by placing more emphasis on meeting local housing needs.

“People have told us that the current system can be complicated and that more should be done to ensure that housing is offered to people who have a stronger connection with the community.

“By listening to these comments, we are proposing to introduce a new and progressive system that will get to grips with the needs of people by introducing a new procedure that will be easier to understand. This new policy will prioritise those applicants where the need for housing is greatest and applicants who have a connection with Gwynedd.”

The Gwynedd Common Housing Register Partnership was established in 2012 in order to establish a suitable housing register and to implement a housing letting policy for access to social housing in Gwynedd. The register is administered by Gwynedd Council’s Housing Options Team on behalf of Cartrefi Cymunedol Gwynedd, Grŵp Cynefin and North Wales Housing.

If Gwynedd Council Cabinet supports the report, the new policy would modify the procedure of social property letting in Gwynedd. The matter will be considered by Gwynedd Cabinet on 25 June and if approved, it is expected that the new procedure will be introduced in the autumn.
