At present, the Council only has the power to regulate and license certain types of sex establishment in the Arfon area of the county, namely sex shops and sex cinemas. The Council has no power, however, to regulate sexual entertainment venues in Arfon.
In addition, the Council has no power to manage any type of sex establishment in the Dwyfor or Meirionnydd areas. This means that it is currently possible for anyone to open sexual entertainment venues anywhere in the county without the need for a licence. It also means that it is currently possible for anyone to open a sex establishment in Dwyfor and Meirionnydd without the need for a licence.
The adoption of Article 3 will enable the Council to effectively regulate and license sex establishments throughout the county. A licensing system will ensure that such establishments are run in a lawful, safe and appropriate manner. It will also ensure that the number, location and nature of these establishments are suitable for the communities of Gwynedd.
If the Council does not adopt Article 3, sex establishments will continue to be able to operate in Dwyfor and Meirionnydd without any means for the Council to regulate them. It will also be possible for sexual entertainment premises to continue to operate in Arfon without the need for a licence.
